If you are in web design/development biz you are well aware of the complexity that lies behind every project. It takes several stages and several different types of skills to get to work done. It's hard to be a ninja at everything yet you still have to make a living.

The best possible solution is - a friend. Fellow programmer, developer, designer, someone you know, someone you have a history with. He will give you a good price or you can even compensate him by returning a favor. I know that I do a lot of this kind of projects with my friends.
When friend is not an option the good thing to consider is hire a service specialized for exact type of work you are looking for. This is much better than standard agencies (I can't believe that I am writing this :) ) because they are more focused on particular type of work and are used to work at high pace. Ask around to find out the best choice. Read testimonials do your research before making a decision.

fast
cheap
In that order!! You will almost never get all components but start from the top and work your way down. And when you do find someone, don't let go.
The risks
When hiring a third party there are several risks involved. If you deal with someone for the first time you could easily be let down. It could turn out not as good or fast as you hoped for. When you hand over the work tasks to someone else, you basically loose control over it and you are depending on him to do it right. All you can do is hope for the best. You somewhat jeopardize your position with your client because you can be found in a situation when you have to come up with excuses because someone else didn't do the job as he should.
So why should you even consider hiring?
The project's budget, complexity and deadline should give you an estimate of what to hand over to someone else. It all comes down to the same, does the project with your expenses and earnings pays off at the end. Have in mind that it's not all about the mathematical difference between earnings and expenses. There's also a matter of keeping your client happy and make him want you do more work with you. Sometimes it's far more better to hire someone who costs a little more but delivers more quality. It depends on your goal, but the goal should be keeping everyone, starting with your client, happy.
